The community has 51923 pensioners and 2448 people with disabilities. Since the beginning of Russia's full-scale invasion of Ukraine, our community has become a shelter for thousands of people seeking protection from the war.
According to the official data of the city council, as of 01 January 2024, the number of IDPs in the Kamianets-Podilskyi urban territorial community was 22,279 people. The distance from the centre of the community - the city - to the most remote village is 28 km. Currently, 11261 people live in rural settlements, including 3,326 pensioners and 562 disabled people. In order to ensure regular, systematic bus service between the settlements of the territorial community, improve the provision of transport services to the population and implement their rights to free movement, the Kamianets-Podilskyi community needs to replace and modernise its bus fleet, namely to purchase 15 buses.The overwhelming majority of the village community are pensioners who do not work, i.e. people with low incomes who receive pensions, social assistance, unemployment benefits, or are engaged in private farming. There are medical, educational and social service institutions in Kamianets-Podilskyi. Communication with these institutions should be constant and accessible.However, transport links between the centre and the villages of the community are currently irregular, and the cost of passenger transportation is high. The city is implementing the social project \\\\Accessible Bus\\\\. Comfortable buses (Kommuntransservice) run around the city and provide free transportation for privileged categories of the population. However, the social bus does not operate in the villages of the community. Private carriers operate on the Kamianets-Podilskyi-Dovzhok routes, but social groups cannot use them. That is why there is an urgent need to establish a clear transport connection between the settlements of the territorial community. This project is aimed at solving this very problem - providing regular and systematic passenger transportation for social groups. Implementation of the project will create conditions for improving living standards and providing free travel to privileged categories of the population to solve social problems, and ensure regular transportation of people living beyond walking distance to the city of Kamianets-Podilskyi. The main goal of the project is to provide regular, systematic bus service between the settlements of the territorial community, improve the provision of transport services to the rural population, and exercise their right to free movement.
